Preheat oven to 180 degrees. Grease a 13x9 pan and line with parchment paper.
In a food processor, add all the dry ingredients and cold butter. Blitz till it represents bread crumps.
Add the egg and blitz again.
Add half of the mixture into the prepared pan. Pour the condensed milk all over. Sprinkle the chocolate chips and the nuts.
Spread the rest of the mixture on top and flatten with a spatula.
Bake for 20-25 minutes till the bars look set.
Take off from the pan and cool on a rack for the bars to settle. Slice in 16 bars and enjoy.
