Keep saucepan on low flame. Add the flour and roast till nicely done. Keep stirring it as the flour has the tendency to become dark soon.
Now add the ghee and coat the flour well in it. Keep cooking for another couple of minutes.
Take out from the heat, add the raisins and mix. The raisins will puff up with the heat.
Add the milk slowly and stir ensuring that there are no lumps. If there are, then smash them up with the backside of the ladle.
Bring back to the stove and continue cooking on low flame.
Add the sugar, salt, and cardamom and cook till the mixture thickens.
Serve warm with a sprinkle of pistachio on top!
